Job Description
Chrysalis SECTOR Program Overview:
Funded by LA County’s Justice, Cares, and Opportunities Department (JCOD) the SECTOR Program (Skills and Experience for the Careers of Tomorrow) is aimed at (1) reducing unemployment and increasing earnings; (2) reducing recidivism; and (3) improving behavioral health and well-being by preparing and matching people with justice involvement to jobs in high-growth industries (e.g., social assistance, healthcare, government, hospitality, information technology (IT), and more).
The program is funded by the Board of State and Community Corrections (BSCC) Proposition 47 Grant Program and additional funding streams. The program serves individuals who have encountered the criminal or juvenile justice system and have a history of mild to moderate mental health and/or substance use disorders. Chrysalis works closely with training partners to skill up clients, while also providing critical support through employment coaching to support clients in getting ready for, finding, and keeping a job.
Job Summary:
The Training Partnerships Manager is an integral role for the SECTOR training program. The Training Partnerships Manager will be responsible for cultivating and maintaining relationships with training partners to establish ongoing opportunities for SECTOR clients. This role will be the point of contact for all training partners and will be responsible for identifying and securing a variety of training programs for the SECTOR program.
Duties and Responsibilities include but are not limited to:
- Training Partner Development & Management (45%)
- Establish and maintain relationships with broad pool of training providers, ensuring Chrysalis SECTOR clients have designated spaces in trainings. Support client enrollments in trainings.
- Thoroughly vet and review training programs within high growth sectors that lead to living wages.
- Organize regular meetings with relevant stakeholders to manage and facilitate relationships with training providers.
- Provide feedback and information to training providers regarding successes and needed improvements of current and future trainings.
- Effectively represent and market Chrysalis and SECTOR clients to outside agencies and at community events.
- Monitor and keep current on local labor market information by attending seminars, conducting online research, and participating in local organizations involved in job training and hiring.
- Collaborate with the Business Development Team to identify leads and best relationship holder.
- Program Oversight & Support (35%)
- Address time sensitive client and staff needs, including but not limited to supervision of hourly staff, in Director’s absence.
- In partnership with the Director of SECTOR, negotiate contracts with training providers.
- In partnership with the Director of Career Pathways, develop and implement strategies to achieve grant goals, ensuring resource utilization and adherence to financial targets.
- Document and maintain a directory of available training programs, including: information on training requirements, enrollment process, and descriptions of each training
- Prepare training and employment outcome reports and other necessary documentation.
- Support the purchasing process for job-related participant fund requests, including scholarships and material needs.
- Provide support in conducting Cognitive Behavioral Interventions programming as needed.
- Client/Stakeholder Support (20%)
- Address time-sensitive client issues, including de-escalation, conflict management, and mediation, supporting staff in maintaining a safe workplace.
- Represent Chrysalis to stakeholders, including meetings with JCOD, providing site tours, attending outreach events & community meetings, and delivering presentations.
- In coordination with the Director and management team, provide support around various administrative responsibilities, quality assurance, training staff about Salesforce, CHAMP, GEARS, or other tasks, assisting in the preparation of program reports such as Invoice Accompaniment Report.
- Work in close collaboration with Direct Hire, to generate client referrals and training/employer partnerships.
- Provide backup support for services across the organization, including leading classes (including Cognitive Behavioral Intervention), conducting one-on-one interview/resume services, and meeting with clients as part of transitional employment program requirements.
- Conduct client intakes and/or carry/cover a caseload of SECTOR clients to support them in their journey to sustainable employment, as needed.
- In partnership with the Director, develop context for and lead staff meetings and case conferences. Participant in department and organization-wide convenings, including content development and delivery.
General Duties

Job Skills & Qualifications:
- Interest in, experience working with, and sensitivity toward the Chrysalis client population, including the re-entry community.
- Two years of experience in partnership development, public relations, sales strongly preferred.
- Exceptional customer service, interpersonal, and public speaking skills, including the ability to use tact and diplomacy in all interactions and to appropriately represent Chrysalis to external audiences.
- Knowledgeable about Southern California job market trends and growing sectors.
- Excellent written and verbal communication skills.
- Experience working with at-risk or low-income populations is a plus
- Ability to provide high-level customer service, at times outside of normal business hours
- Ability to work independently on several projects concurrently and meet deadlines.
- Strong computer skills required, including Excel, Outlook, Salesforce, and Google suite.
- Reliable transportation, and the ability to meet Chrysalis’ driving standards
- Thrive in high-paced environment.
